Trash the ABM (Anti-Ballistic Missile) Treaty and also the NPT (Non-Proliferation Treaty) CTBT (Comprehensive Test Ban Treaty); by all means but please do not reduce your Nuclear potential, - in fact increase it

In your Presidential Address at the National Defence University, Washington D.C., you have very correctly said: "Like Saddam Hussein, some of today's tyrants are gripped by an implacable hatred of the United States of America. They hate our friends, they hate our values, they hate democracy, and freedom and individual liberty. Many care little for the lives of their own people. In such a world, Cold War deterrence is no longer enough."
Well said Mr. President Sir. But when you say "no longer enough" we hope that you imply that not only will the deterrence be retained, but that it will be improved further.
Let us hear you underline that you will also increase the capability of the US Military to overcome and destroy those retrograde forces who seek to destroy Human civilization. And for these retrograde forces you have aptly said that "terror and blackmail are a way of life."
We agree with you when you say; "We must seek security based on more than the grim premise that we can destroy those who seek to destroy us." But we tend to find inadequate your statement that; "Deterrence can no longer be based solely on the threat of nuclear retaliation."
You may wonder why we disagree with this apparently strategically correct statement that you have made.
We say this because ALL of us should realize that we are all facing a soulless mindset in the enemy of Humankind - the theology-inspired terrorists.
We disagree, with you Sir, because we know for sure that we (the civilized humans) face all across the globe a threat from a soulless mindset that seeks to impose on our human species, a backward lifestyle that would spell the end of all human progress and free thought. And this horror would be imposed on the human species on the pain of death - at the point of the Islamic Atom bomb (as in the days past it was done at the point of the sword).
So Mr. President Sir, we feel that in today's context (and more so in tomorrow's context) nuclear deterrence will have to be improved as also will have to be improved Nuclear capability to impair our enemy's capability to terrorize human civilization and the free world.
Your Commendable vision and strategy
We commend your vision of articulating something that is in the minds of many statesmen in Moscow, Delhi, Beijing, Jerusalem, apart from those at London, Paris, Berlin, Madrid, Ottawa, Canberra, Tokyo, etc. This in your words, is the fact that; "the reality that the Cold War is over." and that in today's context there are dictators who encourage theology-inspired terrorism and who, in your words; "seek weapons of mass destruction to intimidate their neighbours, and to keep the United States and other responsible nations from helping allies and friends in strategic parts of the world."
We also commend your gesture in sending emissaries to Moscow, Beijing, Delhi and to the capitals of other allies to explain the rationale behind the Nuclear Missile Defense (NMD) system.
Please Understand China's Security Concerns
In this context, one country which needs sympathetic understanding and attention from India, Russia and especially from the US is - China. The Sino-American relations have been going in a cycle since the Chinese Revolution. From the 1950's up to the 1980s the two countries had a chilly relationship. The bone of contention was (and is) Taiwan. Taiwan is the Chinese province that is ruled by the Nationalists as against the rest of China which is ruled by Communists (who are on the path of liberalization - albeit slowly).
Going against this trend, American President Nixon changed the track of hostility between China and the USA to an evolving partnership. This trend continued till the Presidency of Bill Clinton. But off-late starting with the accidental bombing of the Chinese embassy in Belgrade during the NATO action against Serbia and the recent spy-plane crisis, the relations between the two countries have developed a new chill.
The need of the day is to win over China to the cause of jointly countering theology-inspired terrorism. It would be a costly mistake to ignore China's security concerns vis-à-vis the rest of the world and the fears which the Chinese have about the USA. In this context all nations, especially India, and Russia should prevail over the Bush administration to reach out to China and also work towards some kind of a compromise over Taiwan, while not making the right to fly reconnaissance flights a prestige issue.
We need to sound a note of caution to all of us that, if China is not won over to the General Entente that the US is working towards, then it would be strategic blunder that will cost all of sensible humankind very dear.
China is a major nation with a powerful military and strong will and self-respect that has introvertive overtones. These aspects have to be understood while reaching out to the Chinese. We cannot afford to have a China aligned with the forces of theology-inspired terrorism! Let all of us be alive to the fact that the Pakistanis are waiting in the wings to take China over to the side of the forces of theology-inspired terrorism.
To win over this major nation (China); the rest of us should try to make the Chinese realize the common threat which all nations face from theology-inspired terrorism. The Chinese have also been scalded by the fires of theology-inspired terrorism in the Western provinces and know the dangers too well. They just have to be made aware of the dangers to themselves and to the cause of human progress, while winning them over for a common front against theology-inspired terrorism.
India's Endorsement of USA's NMD is Laudable
While we appreciate the about turn in India's policy towards the US in quickly endorsing the US initiative on the NMD, we think our new found allies should also give a fresh look to India by not just withdrawing the irrelevant sanctions imposed after Pokhran - 2. Our allies should also keep an open mind towards future development made by India in weaponization.
On its part, India should contribute its mite in the common struggle against theology-inspired terrorism, by not just limiting itself to applauding American initiatives like the NMD. India on its part should take its commitment to this struggle against theology-inspired terrorism; further ahead.
India should now devise and test a Neutron Bomb as Pokhran - 3
India can make itself a proactive partner in US and global initiatives, in overcoming the challenge posed by theology-inspired terrorism by now devising and testing a Neutron Bomb as part of Pokhran - 3. Rapid strides in the development of ICBMs (Inter Continental Ballistic Missiles) is another step that India should take.
In addition, India should also participate in the militarization of Outer Space. Since in the next few decades it will be those countries who hold a place in Space with military technology, will have a decisive say in the shape of things to come. The scenario is much like the situation in the 15th and 16th centuries when it was those countries who had a presence on the high seas in maritime activities, who dominated the colonial era.
Further on, India should make itself a proactive partner in US and global initiatives on all fronts, in overcoming the challenge posed by theology-inspired terrorism. One such front is evolving a co-ordinated strategy to counter terrorism in different parts of the globe that are threatened by the forces of theology-inspired terrorism. Towards this goal, the struggle against these forces of theology-inspired terrorism in, Israel, Southern Philippines, Southern Sudan, Macedonia, Kashmir, Chechnya, etc., should be undertaken in a co-ordinated manner. Now mere consultations and moral support are not enough, we now need joint military action against terrorism all across the globe. Hence, India should align itself more proactively in this struggle.
A Last Word
What we are about to say may sound a cliché to many. But Mr. President Sir, as all of us know we are living today in turbulent times. Times that are to decide the direction which humankind is going to take in the future.
A small slip will make the difference between Civilization and Barbarism for the Human species
In today's context, a small strategic slip in underestimating our enemy's fanatical motivation will make the difference for us between a victory for civilization or a victory for Barbarism; between progress in the future or a second Dark Age. This is so since the enemy is highly motivated to utterly destroy anything that opposes his paranoia of terrorizing the world; till the world either submits to these forces of theology-inspired terrorism or it destroys these forces utterly and permanently. There is no third alternative!
So Mr. President Sir, we will have to ensure that these forces of theology-inspired terrorism are destroyed in a way that they never again rise up to threaten Human progress. You Mr. President Sir will have to complete the job that was left unfinished by Charles Martel (Karl the Hammer) at Poitiers in Central France in the year 732. That is your destiny on which hinges the destiny of the entire human species.
