The Shanghai Five (Forum) formed in 1996 by China, Russia, Kazakhastan, Khrghystan, Tajikistan (and now Uzbekistan) is aimed at jointly combating the threat of theology-inspired terrorism that these countries face as a common problem. India is part of a neighboring region. Although not in Central Asia, India being in South Asia and being plagued by the problem of theology-inspired terrorism in Kashmir. A problem that is gradually spreading to the rets of India under the patronage of the ISI (Inter-Services Intelligence) and its front organisations like the SIMI (Students Islamic Movement of India).
India should initiate co-ordination between the Shanghai Forum and the Western World especially the USA
It is high time for India to consider joining the Shanghai Forum and leverage on the initiatives of the other regional partners in combating terrorism. In addition India should also use this opportunity to integrate this initiative with the American initiatives in combating global terrorism. The need for this is becoming more acute due to the spreading fangs of global theology-inspired terrorism which can today dare to plan assassination of American President George Bush when he attends the planned G8 summit at Genoa in Italy. It is significant that this piece of news was given to the Americans by the Russian Secret Service.

The Role for India to act as a catalyst
In this scenario of increasing international co-ordination in the fight against global theology-inspired terrorism, India should contribute its mite in this fight by improving and enhancing its ability to fight.
As a beginning India should now devise and test a Neutron Bomb as Pokhran - 3.
India can also make itself a proactive partner in US and global initiatives, by now devising and testing a Neutron Bomb as part of Pokhran - 3. Rapid strides in the development of ICBMs (Inter Continental Ballistic Missiles) is another step that India should take.
In addition, India should also participate in the militarization of Outer Space. Since in the next few decades it will be those countries who hold a place in Space with military technology, will have a decisive say in the shape of things to come. The scenario is much like the situation in the 15th and 16th centuries when it was those countries who had a presence on the high seas in maritime activities, who dominated the colonial era.
Further on, India should make itself a proactive partner in US and global initiatives on all other fronts too, in overcoming the challenge posed by theology-inspired terrorism. One such front is evolving a co-ordinated military strategy to counter terrorism in different parts of the globe that are threatened by the forces of theology-inspired terrorism. Now mere consultations and statements of moral support are not enough; we now need joint military action against terrorism all across the globe. Towards this goal, the struggle against these forces of theology-inspired terrorism in, Israel, Southern Philippines, Southern Sudan, Macedonia, Kashmir, Chechnya, etc., should be undertaken by a single multi-national joint military command against terrorism. India should initiate this idea and should align itself more proactively in this struggle by sending its troops as a part of this multi-national contingent in different theaters of war across the globe in the common fight with theology-inspired terrorism.
