With the fall of Saddam and the Taliban, the Phase - 1 of the War against Terror seems poised to reach its completion. It is also quite plausible that the US may not initiate actiopn against Iran or Syria. Thus there might be a lull in the War till the 2004 Presidential elections in the US.
If this surmise is proved right, then the War against Terror can move towards a temporary lull for the next few months and the US will be engaged in stabilizing Iraq. But after this lull is over, then Phase - 2 of this war, can be expected to start with renewed hostilities and a different strategy, if the target of Phase - 2 is primarily going to be Tran and Syria. The fact remains that this scenario would hold, only if we assume that the Jihadis who are led today largely by Al Qaeda do not aggravate the situation! This is a prime assumption. And this prime assumption will quite possibly be belied through a second round of terror attacks in the form of Suitcase Dirty Bombs smuggled across the Sea Coast into the USA to exact revenge for the fall of the Taliban and the Saddam regimes
Second Round of Terror Attacks
This assumed second round of terror attacks could be in the form of Suitcase Dirty Bombs smuggled across the Sea Coast into USA. Such attacks could upset the applecart of the planned Phasewise war on Terror. Our adversary, the Jihadis, in this War against Terror is one who is committed to harass and harry the USA and the rest of the non-Islamic world. This adversary can strike in an unpredictable manner, at an unpredictable time - but attack it certainly will. Even if the USA and the rest of the allies, call off the war, the Jihadis will not be bound by any such action.
Suitcase Dirty Bombs smuggled across the Sea Coast into the USA
Now with security being tightened at American airports, the Jihadis can be expected to use the long American coastline to smuggle in Dirty Bombs assembled with nuclear materials.
With America's CIA (Central Intelligence Agency) and Pakistan's ISI (Inter-Services Intelligence) confirming that between two and ten retired and serving nuclear scientists having visited Kandahar and met Osama Bin Laden himself or the contacts from Al Qaeda; the dangers of a Dirty Bomb being in possession of the Al Qaeda is a distinct possibility. Such a device could easily be ported through an innocuous looking briefcase and be smuggled into the USA through its long and porous coastline alongwith the many refugees (stowaway immigrants) who try to enter the USA. Through such a channel, the chances of an explosive contraband being detected are dim. And with the dirty bomb, having reached American soil, the consequences could be disastrous.

We need to recollect here that in 1993, it was this way that explosive materials like RDX were smuggled into India by smugglers. This material was used for the Mumbai Blasts in the aftermath of the Babri Masjid demolition on 6th December 1992.
We need to realise that it is the Jihadis who will break all norms of warfare and in fact of all civilized behavior. A victory against them can be visualized only if the USA and its allies are ready to outdo the Jihadis in all aspects of the war. But this realization may not come about immediately. And so in the coming months (and years) it is going to be the Jihadis who will set the agenda while the West (or rather the rest) responds to their initiative.
For the Jihadis, offense is going to be their best defense and the rest of us can checkmate the Jihadis only if we outdo the Jihadis in making offense to be the cornerstone of the War against Terror.
Only if and when, the rest of us learn a thing or two from the Jihadis, can we work towards a victory over them
The Jihadis will try to keep the initiative in their hands. So it is for the rest of us to snatch the initiative from their hands, if victory over the Jihad is our objective. The rest of us may want to call off the War at some point during the course of the war. But for the Jihadis the options are death or victory. Only if and when, the rest of us learn a thing or two from the Jihadis, can we work towards a victory over them. In this war, understanding the Jihadi mindset with an aim to outdo it, can be our only roadmap to victory. Hence the entire strategy of the War against Terror has to be re-written in this light. The necessity for this will become evident in the coming months through the actions of the Jihadis.
